Activision Buys the Rights to BlackOps2.com

Just recently, according to this article on Joystiq, Activision, has bought BlackOps2.com via the use of a proxy. Fusible (a technological news website) did some detective work on the acquisition of the site's URL. Now early last year, Activision bought up Black Ops domains last year from Black Ops 1 through Black Ops 6 through a brand protection company called MarkMonitor. Black Ops 2 however, was already secured.

While this doesn't guarantees that Black Ops 2 is 2012's Call of Duty, it does mean that MarkMonitor is under orders to protect the brand for the future from being taken away, hacked, or compromised. So it means that likely Activision has Black Ops on its mind, we just don't know when it will be fully implemented.
